How to Acquire Excess Property
Did you know you can potentially save time and money by acquiring excess property in lieu of a new procurement? Regulations require that agencies make positive efforts to satisfy requirements using excess property before initiating a contract action (see FAR Subpart 8.1). Acquiring excess property to fulfill mission requirements has saved agencies and taxpayers billions of dollars over the years and $1.5 Billion in FY2023 alone. In a time of shrinking budgets and increasingly complex contracts, there has never been a better time to use excess property.
The Personal Property Management System (PPMS) makes locating and requesting excess property easy and features all types of Personal Property (non-real property) at locations across the country. Most property is transferred to the receiving agency at no cost (the receiving agency is responsible for transportation and handling). All federal employees with a ".gov" or ".mil" email address can self-register PPMS to view available property. Self-registration is located at the top right on the PPMS homepage. To request property, additional permissions are needed and can be provided by contacting your agency’s National Utilization Officer (NUO).
