SUBPART 5305.2 — SYNOPSES OF PROPOSED CONTRACT ACTIONS
(b) The contracting officer shall submit requests to SAF/SB. The request shall address the impact of issuing an advance notice, state why the notice is not appropriate or reasonable and identify alternative actions to optimize opportunities for small business participation.
5305.204 Presolicitation Notices.
The contracting officer shall advise foreign contractors whether or not foreign participation is permitted at the prime contractor level to prevent them from unnecessarily expending money and resources on proposal preparation. Examples include limitations due to security access and limitations due to reciprocal procurement agreements with foreign governments.
SUBPART 5305.3 — SYNOPSES OF CONTRACT AWARDS
5305.303 Announcement of contract awards.
(a) Public Announcement. Information on awards shall not be released and awards shall not be made until after the agency announces the award.
(i) The requirement for public announcement and Congressional notification of contract awards also applies to other transactions, grants and cooperative agreements.
(ii) The contracting officer shall submit the 1279 report to SAF/LLP by close of business three workdays before the date of the proposed contract award. Contracting officers should consider submitting the report even earlier. SAF/LLP is authorized to shorten the three-day advance notification requirement based on a request by the contracting officer. Follow the Mandatory Procedures at MP5305.303 to prepare 1279 reports.
SUBPART 5305.5 — PAID ADVERTISEMENTS
(a) Newspapers.
(i) The authority to approve the publication of paid advertisements in newspapers is delegated to one level above the contracting officer.
